A GIS is not simply a computer-based mapping system.

What makes a GIS more than a CAD or "PC-paintbrush" system is its ability to:

• store information about spatial features
• analyze spatial data
• manage spatially-referenced information in an integrated fashion

A GIS is not a fully automated system.

• A GIS must be staffed with knowledgable, highly trained, and experienced staff.
